About the Author
Thomas J. Courchene is professor emeritus in the School of Policy Studies and an adjunct professor in the economics department at Queen's University. Donald J. Savoie holds the Canada Research Chair in Public Administration and Governance (Tier 1) at the Universite de Moncton and is the author of several books.
