About the Author
Dr. Katja Creutz is a Senior Research Fellow at the Finnish Institute of International Affairs and an Affiliated Research Fellow at the Erik Castren Institute of International Law and Human Rights at the Faculty of Law, University of Helsinki. She is a former Executive Editor of the Finnish Yearbook of International Law.
