About the Author

Claudia Maria Vargas is Affiliated Professor of Public Administration and Senior Fellow in the Mark O. Hatfield School of Government at Portland State University. Phillip J. Cooper is Douglas and Candace Morgan Professor of Local Government at the Mark O. Hatfield School of Government at Portland State University. He is a Senior Fellow of the National Academy of Public Administration and was the first recipient of the Charles Levine Award for Excellence in Public Administration, given by the National Association of Schools of Public Affairs and Administration and the American Society for Public Administration.
