About the Author
Maggie Blyth is Independent Chair of Kent Safeguarding Children Board. She has been a member of the Parole Board for England and Wales since 2005 and of the UK Health Professions Council since 2010. Prior to this she was senior policy adviser to the Youth Justice Board. Enver Solomon is Director of Policy and Public Affairs at the Children's Society. He has extensive experience of lobbying government and influencing policy to improve outcomes, particularly for the most disadvantaged children.
