This book examines administrative changes and reforms carried out in the developing nations: it looks at the role of the state, various administrative reforms carried out at the behest of the West but never fully materialized, and events leading to policy failures and administrative mishaps. He was a past president of the Canadian Political Science Association (Ottawa), president of the Canadian Asian Studies Association (Montreal), and a former Vice President of the International Association of Schools and Institutes of Administration, Brussels, Belgium. His international consultancy included working for the World Bank, UNESCO, UNO, UNESCAP, WHO, and CIDA.
