Genevieve Giuliano is Professor and Margaret and John Ferraro Chair in Effective Local Government at the University of Southern California. She is also Director of METRANS Transportation Center. Jose Holguin-Veras is William H Hart Professor and Director of the Center for Infrastructure, Transportation and the Environment at the Rensselaer Polytechnic Institute, Troy, New York.
