Jill Vickers is Distinguished Research Professor and Emeritus Chancellor's Professor in the Department of Political Science at Carleton University. Annette Isaac is a faculty lecturer in the Department of Political Science at Carleton University and a former international development specialist.

Found a hard to get book…
