About the Author
Tom Burden is Principal Policy Analyst in the Policy Research Institute, Leeds Business School and is a former Principal Lecturer in Social Policy at Leeds Metropolitan University. He is consultant and tutor with the Open University and a member of the Executive Centre for Industrial Policy.
