The historic role and function of Community Development Corporations (CDCs) are well analyzed in Jeffrey Lowe's book Rebuilding Communities the Public Trust Way. He presents a sober analysis about their sustainability, dependent as they are on foundation support. A number of forces that seem to have strangled the viability and effectiveness of CDCs to being the mechanism through which low income community residents can voice and influence social and economic policies and programs are richly described and made understandable for the lay reader. . . .
