About the Author

JAMES L. MERCER is President/CEO of The Mercer Group, Inc., an Atlanta-based management consulting firm that he founded. He is a certified management consultant (CMC) and is a widely published author. He is the author of over 200 articles and reports for such publications as the Harvard Business Review and has authored Strategic Planning for Public Managers (Quorum Books, 1991), and has co-authored three other books dealing with management in the public sector. He has been widely quoted in the New York Times, The Boston Globe, the Washington Post, Forbes, The Los Angeles Times and in many other national and international media.

Found a hard to get book…
