In the 1960s, America set out to end poverty. Policy-makers put forth an unprecedented package of legislation, funding poverty programs and empowering the poor through ineffectual employment-related education and training. Peter Cove has spent over half a century fighting poverty in America. He is the founder of America Works, the first for-profit, welfare-to-work company. He is the author of many op-eds and magazine articles on work and poverty.
