Peter Jacques Peter Jacques is currently finishing his PhD at Northern Arizona University, Flagstaff, AZ, in political science, studying global environmental politics.

Zachary Smith is Regents' Professor of political science at Northern Arizona University, Flagstaff, AZ.

Found a hard to get book…
