His books include Nationalism and the State (2nd Ed., 1993), The Formation of the First German Nation-State, 1800-1871 (1996), Austria, Prussia and The Making of Germany: 1806-1871 (2nd Ed., 2011). He is also the editor of The Oxford Handbook of the History of Nationalism (2013).
