Is Britain a part of Europe? Vernon Bogdanor, C.B.E., is professor of government, King's College, London, and was for many years professor of government at Oxford University. He has been an adviser to several governments, including those of Albania, Czech Republic, Hungary, Kosovo, Israel, and Trinidad.
